Pic appears at 0:40 for you impatient types. :P Ah, I knew I had to download this song the first time I heard it. It's what you expect a Danny Elfman inspired U.N. Owen to be like. Anyway, I got this from ocremix.org; I'm not too good at typing up descriptions; so I'll let the site explain itself. The arranger's comments about the song can be found further down.

"ProtoypeRaptor here with a radically different mix than my previous sub: an orchestral remix of "U.N. Owen Was Her?," the theme of an extra level boss in Embodiment of Scarlet Devil, of the Touhou series.
I've tried to take what was mentioned on my last orchestral work and try to correct it and, well, embarrassingly enough, there was a switch thrown when I mixed the old one down.
It just goes to show to double check the system EQ before you finish something up...sheesh.
Anyway, this orchestration is heavily inspired by Danny Elfman's works (specifically Beetlejuice/Men in Black) and tries to capture the playfully evil nature of a 500 year old vampire child named Flandre as only Elfman can do.
While it's not a very complex, intricate piece, I do find it conjures up the dark, brooding, most definitely black and white image of imminent death at the hands of a psychotic who looks like she's 12 quite effectively.
Also she has lasers. Good luck with that.

Yeah. I wish I had something interesting to say here.
Played around with this a lot. You don't know how much grief Premiere gave me over adding the layer of shooting stars over everything else. I knew from the start that I wanted some sort of added layer, like a texture, but I didn't really know what, exactly. It started out as a stationary picture, but I wasn't satisfied with that. It didn't match the tone- I wanted something flowing, in motion. It struck me to try a video clip, though I was dubious about it. However, I think it fit perfectly with the cascading piano. And, of course, the name of the song. I thought it would help tie the theme together. I also like how, at some points, the stars seem to be erasing images, or creating them, or simply lighting them up.
Um. Story? How Namine fits into Kairi and Sora's lives, I suppose, and vice versa. How she knows she can never take her Other, Kairi's, place, never have a real life. Her loneliness, her misuse at the hands of the Organization, her sad, wistful desire for Sora's friendship and devotion, and her guilt. Theirs is a sad story, but it has a fairy-tale ending after all.

Well, I was really, really bored, and this song came on my MP3 player. So there.
It's funny, because for a long time I wouldn't even think about touching this song- I was too intimidated by it. Thought I could never pull it off. But it was really very, very easy. As I got into it, I realized that the changes in the song could allow me to tell different stories within the main focus. And it kept me occupied for a while, which was what I wanted in the first place. (Less)
