This is described in detail in his 1958 book, "War and Peace in the Space Age" (WAPITSA) and is still something we need to do TODAY to fix the Department of Defense (DoD).

Clearly, General Gavin shows the blame and the responsibility for America having the most expensive immoral & incompetent military in the world is the fault of the military. Congress must intervene and reform our military since those in uniform are unwilling.
