Mania për kryerjen e doktoraturës apo marrjes se gradave shkencore duket se ka përfshire gjithë shoqërinë nga studentet deri tek politikanet. 1300 persona aplikojnë çdo vit për mbrojtjen e doktoraturës ne universitete publike. Edhe pse tema përfundimtare duhet te jete një kërkim i mirëfillte shkencor drejtues te shkollave te doktoraturës pranojnë se pjesa me e madhe e punimeve janë plagjiature, te kopjuara nga autore te tjerë, te marra te gatshme nga interneti ose nga tema e doktoraturave te mëparshme. Pedagoge dhe drejtues te fakulteteve thonë se ka ardhur koha qe punimet kërkimore ne universitete te kontrollohen nga institucione te posaçme për te ruajtur te drejtën e autorit. Pedagoge te universiteteve jashtë kamerave tregojnë se mes atyre qe mbrojnë doktoraturën apo marrin grada shkencore ka edhe politikane. Me se shumti punimet e tyre përgatiten nga persona te tjerë ose janë plagjiature. Pak dite me pare ministri i arsimit ka nxjerre një rregullore qe detyron çdo institucion kërkimor te krijoje bazën elektronike te te dhënave për te publikuar dhe monitoruar çdo burim te punimeve shkencore. E nëse ne Shqipëri plagjiatura konsiderohet një gjë e zakonshme ne Hungari kreu i shtetit dha dorëheqjen pasi u zbulua qe doktoratura e tij ishte e vjedhur, ndërsa disa muaj me pare nga ky skandal u përfshi ministri i mbrojtjes se Gjermanisë ku edhe ai dha dorëheqjen.
